I'm searching for Ferdinand Ries, Piano Concerto op.151
in a flat major.
Could someone please help me if he knows
where this can be located?

According to Grove, Ries' op.151 is ‘Salut au Rhin’ and is numbered as #7.

Full scores of that kind of works generally didn't exist, and even parts are difficult to find

That's how they do it...

I did indeed let them scan this very piano reduction for me,
and after having it scanned of course the file exists in digital form,
so why don't give it to the public for free...
I haven't received the bill yet, but got it as a download, so I think it is extra expensive
I would actually do the same if I was a library...

I think I have not fully understood your remark about BSB. Usually they charge the scan on demand, but after that they insert the file in the public downloadable list. In other words as far as I know they do not scan any score like Sibley or Texas University just for the purpose of preserving those old papers, they scan only when a customer asks (and pay) for that.
This is a better way compared to other libraries like BL, since those libraries are paid each time the same score is requested by n customers and the pdf still remains unpublished !

Dear Caprotti, you are right about that. As I said above, if I was a library I would do the same thing.
At the beginning, when reading Fred's post, I thought it being a big coincidence that just after me asking for Ries, BSB made it available for everyone. Now I understand it as a good service for the customer

A hint for people who order scores which are copyrighted (a hint which, actually, was given to me from a person working in the BSB):
just order the copyrighted material (not including state theatre works or works too old to be taken out of "Musiklesessal") into the "Allgemeiner Lesesaal"
where nobody gives a *** about what you copy. It works
