Generally speaking interlibrary loans from public libraries can be treated like any other public library loans in the UK and one can usually use the item at home.
I've found that borrowing items from academic institutions via UK interlibrary loan usually has restrictions - only for use within the borrowing library itself - not a lot of use if you wish to scan the piece. Anyway, here is the search engine for UK & Eire academic institutions. http://copac.ac.uk/search

I have just discovered a musical work that I've been searching for for years, but it is only available to view to someone who has a valid Library card for the New York Public Library.
By any chance, do any of my fellow Pianophiliacs have said item?!
