According to the excellent works list on this composer's Wikipedia article, this 1967 work is Tsintsadze's second violin concerto, a first having been composed twenty years earlier (but ostensibly not published). A tinny and old recording of this work can be streamed at the following page (click on 'Concert for violin and orchestra' and it should open in Windows Media Player):
