This is presumably a work by one very prolific composer, Friedrich Schneider (1786-1853), who apparently gave the Leipzig premier of the "Emperor" concerto in 1811, but maybe it is not the same Schneider as this Op.14 sonata is not found in his "Complete Piano Works" on IMSLP, or perhaps the publishers missed this particular sonata. This chaps 23 symphonies and 7 piano concertos have not stood the test of time (or the critics).
