Unfortunately, no. Water Music is a different piece written about 5 years later (1920). As far as I can tell, it has been out of print for quite a while, and is hard to get ahold of.

Charles Hallé (Karl Halle), of whom Soh Choon Wee posted earlier today seems to have been an interesting musical figure. I'm putting two links below worth looking into as well as the link to the available volumes of the Practical Pianoforte School on the internet archive site. There are several nice newly typeset piano music scores as well as a string quartet on IMSLP, all originating from the German site.
