A quick look in Worldcat only shows a Barenreiter edition from 2001.

I may be mistaken, but I seem to recall hearing Rakov described as a sort of 'Russian (or Soviet) Poulenc'. If I'm remembering this correctly, it's fitting that he composed a number of sonatas for woodwind and piano (i.e. see also, the threads on flute and oboe works):
