It seems that IMSLP has them already, or a very similar edition.

I had a cursory look at a few.... don't think is different from the regular edition.

Anyone has a closer examination of Rach Op23?

You can obtain a copy via Berlin State Library (its in their card index). Their prices are extremely reasonable.
