This is really a difficult question to answer, since some composers like Bax for instance wrote substantial works for piano & orchestra, but none were actually called a piano concerto. Then we have composers like Mendellsohn who wrote 2 well known concerti and one almost completely unknown.

Any list is going to be problematic.

Yes, but apparently withdrawn sadly...
1941 Primer Concierto Argentino, withdrawn
1960 op28 Piano Concerto 1
1972 op39 Piano Concerto 2

I'm sure there are plenty of examples of composers withdrawing early works like this! Great pity in Ginastera's case.
For instance Britten wrote three numbered string quartets, but since his death several more have been published, so maybe there's 8 or 9 or 10 or 11 or...

Living composers may of course damn well write another or more knowing full well we are creating this list!!! ;)

Because I'm at a bit of a loose end, it seemed a good idea to do another quick quiz.
Here are 10 anagrams of composers of one particular nationality. Because of the easy
nature of this quiz, I haven't given the lengths of their first names and surnames.
1. No lax bard,
2. Sir blush rat,
3. Fried lazing,
4. Barfly in sage,
5. Disfavors clean thrillers,
6. Schubert's harp anger (trashily),
7. Envy rigour,
8. Hang brave liar,
9. Sweet, lamented, brilliant,

Well, that's established the country. The remainder are also all fairly or
very well-known, with the exception of no.10, but he was mentioned
