They are exactly what you say they are: double flats. People have been known to rewrite whole passages of the piece (which often come out in G major or such like) before recording it. The double-flatness of the piece's notation is a result of Roslavets' rigorous use of transpositions of sets or scales.

D. Watkins. Never 'eard of 'im. We have a H. Watkins but D. is new to me.
