After some digging, I found the composer, who hails from Mongolia to have a different Romanization of his surname:

According to his son, Enkhtur Tsendorj, his father was a native of Adaatsag soum, Dundgovi aimag. "He was an adopted child who never saw his mother as a human being. He was the adopted son of a family named Genden and spent his childhood in the countryside. After graduating from the first school in Ulaanbaatar, he went to the Leningrad Music High School in the USSR and became a student of G.Ustvolskaya, a student of the great Russian composer Shostakovich."
