Duke of Reichstadt waltz

While browsing through the National Library of Australia's online sheet music collection, I found a number of early-mid 19th century scores for variations on the air / waltz / favourite of the Duke/Duc of Reichstadt aka Napoleon II.

Trying to trace its origin I found an even larger set of works on IMSLP by Johann Strauss, Carl Czerny and others. It's not clear from the editions which came earliest, although some ascribe it to Strauss. However none of the other composers/arrangers provide an attribution to Strauss that they happily do with many other works.

Any clues as to the origin? The title was conferred on Napoleon II in 1818 when he was a child, although it's not clear if it was created at that time.
