i have recently seen in the capital of an eastern european country cd 1 of an obviously planned complete cycle of all liszt tone poems, transcribed by stradal.

Yes, this is a planned complete cycle of the Liszt Symphonic Poems by the British recording label 'Toccata Classics'.
