Nice little Tchaikovsky Valse op. 40 No. 9,
played by Goldenweiser.
From original Soviet shellac disc (music signal is quite clear,
while the groove noise sounds like a grinding wheel!)

Nice performance. There is a lot of information on the artist to be found in Russian-I entered her name in Russian into Google.
