I don't know the composers name either but I can tell you that it is someone's arrangement of the famous song "You'll never walk alone"' made famous by being the song associated with Liverpool football club as sung by Gerry and the Pacemakers. The original song is by Rodgers and Hammerstein from the musical "Carousel".
Hope this brings you closer to the arranger.

This bit of Alkan might be of interest to some. I was aware of it, but this is the first time I've heard it.
Very pleasant.

A typeset score has been uploaded to IMSLP within the last few days too.
