Most probably the instrument was originally named "cor anglé" which was then developed into "cor anglais".
According to my sources, the name Cor Anglais is lost in the mists of time, the instrument itself is apparently related to the German Pommer and some say the original name was Cor Inglese a name given to it by the Italians who reckoned that the soft and melancholy sound bore a very great resemblance to the sound of the English Milords voice on "The Grand Tour" and if you happen to know any "Hooray Henrys" then I can well believe it!

According to the liner notes of one of those "Russian Futurism" CDs (an album that is most certainly not futurist!), Georg Kirkor is described as a composer 'heavily influenced by 'modern' compositional techniques of the West' in addition to influences from the indigenous peoples of the USSR. His sonata for cello and piano can be heard at:

He also wrote a piano concerto at some point. I'm most curious to see his two string quartets and his string quintet based on Tajik motives.

Oboe Concerto, op. 32 (1969) (piano reduction)

Does anybody in Germany have access to this volume, which is listed in Worldcat as a German-based library entry. This is a further volume from the series of Soviet works posted above and includes works by Aleksandr Pirumov, Durdy Nuryev,, Kaly Moldobasanov, and Vladimir Rotaru, amongst others:
