According to Aubyn Raymar, who wrote the preface to the Associated Board's score Mozart Miscellaneous Pieces for the Pianoforte, the Variations in A are an arrangement, with a few modifications for the pianoforte, of the Allegretto con Variazione, which form the Finale of the Clarinet Quintet, composed in September 1789.
Thank you for the detailed explication! I will definitely be steering clear of Lewis Whatshisname's arrangements in future!

There's also a complete transcription by someone called Katz on IMSLP but it has been misfiled under the 4th Mvt arrangements rather than the whole quintet arrangements.
