Gagneur is most likely a woman composer, Lucie Gagneur.

Thank you, Naturlaut for these two mysterious compositions. Never heard of Lucie Gagneur, nor could I find any indication on her, apart from two copyright registrations for children pieces. I don't know either Francmesnil but he is at least duly known by the National French Library.
Edit : L.Gagneur is mentioned by the BNF, for the same pieces as Lucie Gagneur :

This transcription has been made available for free download by the french pianist Yves Henry (he has made also a record of it). A new attempt after those of Sandor, Garban, Staub, Leyetchkiss ....
