There's a snippet here (https://www.jstor.org/stable/10.5406/mu ... 0034?seq=1) indicating that "Southern Music Publishing" control the rights. I also note that Piers Lane has recorded the piece - perhaps contacting him (or the Queensland Symphony Orchestra) might throw up some leads.

Ballad of a Soldier (Mikhail Ziv)

The composer Mikhail Ziv (1921 – 1994), pupil of the more famous Dmitrij Kabalevskij, wrote this beautiful soundtrack (for the 1959 film Ballad of a Soldier) in the form of a classical orchestral suite.
